I completely agree with Paul. We have just had a similar situation in the group with a very disruptve Beaver, who was/is due to make the transition to Cubs in the next few months. The Pack and Colony leadership have taken the view that we do not hve to supply scouting.
Scouting is not obligatory and we are volunteers. You don't have to put up with it.
A formal written warning to the parents will either reform the child (unlikely) or
remove him from the troop. Some people just can't be helped without professional
counselling. In times like this think of the majority (non disruptive) members of the
Troop.
