This is not exactly true, there is the guide to safe Scouting. Where they
do not have specific guidelines and prohibitions, you can assume that you
are covered. It is when you violate the guidelines that the DO have that
you are taking on a liability risk.

This is, of course, the part that is of real concern. The charter which
is signed by the chartered organization makes it clear that the chartered
organization is responsible for insuring that the program is run in
accordance with BSA rules and policies. This is a clear out for BSA if
you are in violation of one of the policies and something goes wrong as a
result. You can, of course, do one of two things. Educate yourself on the
policies, and make sure that you are following them to the letter, relax
or get your homeowners policy upgraded to cover you for personal
liability of any kind and relax and hope you don't feel guilty when the
unthinkable happens. (I guess you can tell which choice I prefer)
