Personally, I would arrange a simple ceremony for him. When we had one
Webelos out of sequence, we presented his AOL just as we would a Wolf or
Bear or Webelos badge. The difference was that it was the first
presentation of the evening--he was honored by having him light our
spirit of cub scouting candle. Immediately upon presentation of the AOL,
he was presented with a troop neckerchief by his new SM and was escorted
from the meeting--never to be seen again!! Our pack did one BRIDGING
ceremony per year and most Webelos chose to receive their AOL at that time.
We did invite the early grad to return for a bridging ceremony but he chose
not to do it.
Since a boy can join scouts at age 11, regardless of grade, you can, on
occasion, have some 'one-year' Webelos. My son realized this situation when
he moved to the Webelos den. So, he planned to move a little faster and
received his AOL with the second year Webelos. (In their case it was April).
When he turned 11 in July, he joined a Scout troop and went to summer camp.
