Heath,
From everything I have been told in BSA training at the District, Council,
and National levels, the Webelos Leader has done nothing wrong in reporting
possible youth protection problems. I don't thing the DE was doing his job.
Get back to the Council on the matter. BSA, through the Council, has a set
of procedures for concerns like this. I just went through a mess in New
Richmond.
My DE went through all kinds to steps (BSA Legal Office, County Youth
Agencies, County Courts, the person(s) involved, and the person making the
origanal observation. As UC for the unit, I made sure that all questions
that came to me, that I returned the same answer "Call the DE on this new
information or question. It is very important that it be handled by the
Council."
