This is true for non-copyright material. Not so for Copyright material unless
it is specifically listed as being for local reproduction. You cannot, for
example, copy a complete current "Scoutmaster's Handbook" and pass it on, as
the work is copyright protected. You can, of course, copy small portiaons in
keeping with the "fair usage" clause in the copyright law.
Furthermore, I doubt BSA ever was a holder of B-P's "Aids to Scoutmastership"
copyright. I assume that it was the Scout Association of the UK or B-P's heirs
who held it after B-P's death unless he had explicitly placed it in the public
domain.
