If you are close to the council office and can go in yourself, talk to the
registrar, she/he can pull the file for the scout's previous troop, and you can
go through the green sheets (their copy is white). I did this for a transfer
we had, and discovered the other troop had forgotten to send in the
advancements from Summer camp. They were grateful for my meddling, as a couple
of their scouts were shortly to put in for their Eagles.

I there is a lapse in the registration between the old troop and the scout
joining your troop he won't be in the computer, but he will still be in the
hardcopy file.
