"lost" scout

Last spring a kid joined our troop after dropping out of another troop in
town because of the way he was treated by other kids. I have been unable to
get records of his advancement, etc from the other troop (Gosh, we think we
have those records, but can't find anything.... We *THINK* he is First
Class... etc.) Unfortunately, they had rechartered without him before he
joined us, so according to the Council registrar, all record they would have of
him is gone.

I don't know if this kid will ever be approaching Eagle or not, but if he
does, I don't want a mess over missing records to show up. So, is there an
'easy' way to find out what has been turned in for him? Should I just start
him all over (in the 8 months he's been with us he's already completed all
the second and first class requirements, so I could just give him a BoR and
turn in those ranks unless THAT will cause a problem)? What's a fella to
do?
