So how does a boy learn leadership without leading?

He needs to be told what it would take for him to get a leadership
position. Maybe he can be an unofficial assistant to a Scribe or
Historian and have a committee member work with him and train him
with a promise that if he does well, he can get the job the next time
it comes open.
