Whenever you need parents to volunteer, you always present the worst case.
I don't really see a problem with telling the parents that some of the
boys might not be able to join this year _unless_ a few of them volunteers.
Usually you'll have a minute or two of silence, then a couple of people
will give some excuses why they can't do it, finally someone will
grudingly volunteer. This isn't stepping on your husband's toes because,
although he believes you can handle all those kids, he certainly isn't
against you getting any help.
There is also no reason why all of the "Dens" can't meet together at
the same place and at the same time, even doing the same projects.
The idea of meeting together and then splitting sounds like it'll
work. Then you can explain to Jan that she really isn't a den
leader, really it's like one big Den of 21 boys, all she's doing
is helping out just like she always does. If she needs any help,
you're right there in the next room.
