That may well be so for BSA members - but it is not _necessarily_ so for
members of other organisations. I would not salute another flag when it is not
the traditional way I show respect to my own flag. I would not expect anyone
else to salute our flag either, although I would expect them to be respectful,
and it would not offend me (although I'd probably find it a bit odd :) ) if
they saluted our flag.

At the most recent International gathering I was at standing to attention was
the norm (and this included GSUSA people).
