Ian is quite right in that a salute is rendered Colors/Flags of other
countries, especially host nations. The only exception of which I am
familiar in recent history involved the now defunct German Democratic
Republic. The United States never recognized the existance of the GDR
officially, considering it to have been an occupied territory of the USSR
(also now defunct). The situation was such that US military personnel
and their dependents visiting East Berlin were given instructions [ and
even a multi-language card with appropriate verbiage ] that if stopped by
an East German policeman or border guard they were to ask to speak with a
Soviet officer. [ Border guards at crossing points were considered a
necessary extension of the occupying forces. ]

Naval vessels of all nationalities entering Pearl Harbor, Oahu, Hawaii
render honors to the USS Arizona out of respect not solely of the US
Flag, but of the sacrifice of the 1000+ men who died aboard the Arizona,
this being symbolic of the thousands who have died defending their
country [ meaning each man's country, not just the US ].
