The Policy, Organisation & Rules of The Scout Association (UK) requires
us to salute during the playing of national anthems and to uncased colors,
the hoisting of national colors etc. Note the plural, i.e. there is no
distinction as to nationality.
This is included in all the training handbooks.

PS - The BSA take over a UK Scout campsite for their Summer Camp and the
site staff raise both national colors. They have also learned how to fold
the US flag correctly !
