Awards Chairman Woes

Tammy, the kneejerk reaction is to say "Fire her!" or to sic the full
wrath of everybody in the Pack on her. But here's another possibility
that might help.
Has this person been trained? I don't recall how Cub Training goes, but
I do know that in Scout Training, the #1 session is the Aims and Methods
of Scouting. It's a real eye-opener to a lot of people to understand
that advancement is a method and not an aim--a means, not an end. Maybe
she could be "guilted" into proper behavior if this philosophy were
presented in a suitable manner.
