[Tammy's advancement Chairman woes]

As a Cubmaster here is my view on this subject. First, the Den Leaders are
required to turn in all advancements, no exceptions. If the Den
Leader/Asst Den Leader does not turn them in it doesn't get on the
advancement report. This is easy to check because the Den Leader is
supposed to sign the boy's books. It is not the Advancement Chair's job to
add boys to the list without the Den Leader's approval. Second, the
advancement cards are signed by both the Den Leader and Cubmaster. You
could simply refuse to sign the cards until you have checked the boy's
books. If the cards aren't signed, the awards are not given out. I don't
sign a card for an award I don't know about unless it has the Den Leader's
signature on it. I also prepare and sign the advancement report and give
that to my Awards Chair to turn in when purchasing badges, pins, belt
loops, etc. When I get my copy back from Council, I can tell if there are
any additions. Then as Cubmaster, I refuse to give the added awards out
until I get an explanantion from the Den Leader(s). There sometimes are
legitimate reasons to add to the list such as the Den Leader forgetting
someone or the boy has just completed the last requirement and brought it to
the Den Leader's attention. These exceptions should be rare and not the
norm. While we all want to give the awards out as soon as they are earned,
it's not fair to the other boys if the Advancement Chair's son gets special
treatment while the others have to wait.
