Maybe a Cubmaster, who is the person with the final say on who gets
awards, can tactfully (or not, if that's what it takes) teach this AC a
few things like, the Law of the Pack. She is NOT following Akela. She
is NOT giving good will....and so on.
You don't say if this AC has had any training. If not, perhaps that
would help her. Does she go to RT? If not, perhaps that would help
her. In other words, there are some things that might be tried (and
maybe you have already tried them) that could rescue this situation
without losing the support of one of the parents. That's the risk you
run if you simply replace her.
...but, perhaps you've tried these and other ways of involving her in the
principles of BSA...
