Jim,
I see no problem with a council making up a totally new and different patch
for camp funds, etc. Then ANYONE can buy or not buy it. It can't be
earned, as such. Everyone who DOES buy it, knows that he/she is making a
contribution to the camp (or whatever). In this way it is simply an item
sold by the council/district/etc. just like any other that is available to
all members equally.
