"A boy can only stay as an active Cub Scout (i.e. earn advancement of any
rank) until he is 11 yrs 6 mos. IF - IF - IF- his pack does not recharter
during that time. If the pack recharters at his age 11yr. he drops from
the charter."

This doesn't make sense to me. I know of 5th graders who are 11 the whole
school year. If the Pack recharters during that school year (like
September), then the boy never gets to be a Webelo the second year at
all?????
