Attitude problems

Hi everyone.

I'm going through a very hard time. Two of my girls in my troop have
a very nasty attitude about meetings, and service, and activities...
and almost everything.
Other leaders in my district say it's because I'm too soft with
them (you know, they're teens, so there's no way to have them
happy... or so they say), but I don't believe in "military
education". I believe in adapting to their changing moods, and
improvising, but this girls get to the limits. Last saturday we
where playing with water baloons (you know, the heat...), and they
where practically attacking me with every pass. Worse than that,
they started to make agreements with the others, so the whole troop
would throw baloons at me.
My commisioner says I'm exagerating, but I feel attacked, and
this reflects in my relationship with the girls. Does any one have
any idea of what can I do? I WOULD REALLY APRECIATE SOME ADVISE!!!
