Sorry for not being more clear.
Dues were $50 for each year ($35 for additional siblings). From that
amount came registration fees, Boy's Life, insurance, insignia and
neckerchief, and books. For the returning Bears and Webelos, we did not
need to buy new insignia, only the book and the neckerchief.
The decision was made that $50 was the most that we could ask from a
family, and partial or complete scholarships were available.
Badges, activity pins, pinewood derby cars and trophies, and scholarships
came from fundraisers.
