Doug, my experience as a webelos den leader is that we were 2-3 times as
expensive as the Wolf/Bear program. The activity badges were the
advancemnet cost picked up in den dues plus a much different kind type
of activity picked up by parents as part of the den dues.
The PAck committee did have problems with it, but the dues for the webelos
dens were $25 per year versus $15 per year for the BEar. The webelos
in my pack were also the major fund raisers for the pack. good Luck.
