Jesse,
Our National Scout Shop (operating within our Council's office building)
carries the Publication. OA members are allowed to purchase the
book in question.
Several years ago, I bought my copy from National using mail order and
no questions were asked....(again a few (3) years ago)...
But locally (New Orleans) we can get them... Sounds strange...
