Another revised WELCOME file

Just a quick note to let everyone know that I have just updated the
SCOUTS-L WELCOME file again. While there are really no "substance"
changes, but there are changes for grammer and readablilty. If you are
sending this file to others, please "refresh" your copy.
Special thanks to Gary Hendra and Barb Stephens for all the suggested
changes.
