Your husband, as an assistant scoutmaster MAY NOT sit on a board of
review. PERIOD. Only members of the committee (at least three) who
are NOT the troop adult leaders (SM, ASM) may be on a BOR. It is a
sort of check and balance. This is NOT an inquisition. You are not
to retest him on anything or even ask him to regurgitate the knowledge
he acquired in his merit badges. Fair questions are: how did he serve
(emphasis on serve) in his leadership position? How did he show scout
spirit? Say the scout Oath, Law, etc. What are his gripes about the
troop? How would he fix them? What are his scouting goals? I hope
my favorite short list helps you get the idea.
