This problem seems to me to have several points that are relevent.
First - as Brian Davis points out from the "Guide to Safe Scouting",
the BSA does not in any way recomend that a younger child be brought
along on an outing. However, I have not found anything that says that
it is forbidden. I don't personally recomend that he go on most outings
but that is my opinion.
Second - as Mike Walton points out the BSA is a FAMILY program and the units
that I know of (my pack included) that allow younger and older siblings
to attend our outings have a much better overall program, greater parental
participation, and better retention. Now we do base our decision on a case
by case basis, including but not limited to - type of activity, number of
adults attending, the desires of the boys, and the previous behavior of
the siblings.
Third - as Rex Goode himself mentioned, the Scoutmaster's wife may be
the actual problem. If she has made the requirement of "If you don't
take Junior then you don't go" then there is a problem which has only
three possible answers, 1) let Junior go, 2) get a new Scoutmaster, or
3) talk to Mrs.Scoutmaster to try to get her to understand why there
is a problem. Personally, I would try talking to Mrs. Scoutmaster but
be prepared for option 1 or 2.
I think that the major thing that we need to remember is to use common sense.
