Rick,

Webelos going on a Scout outing as guests of a troop would most likely being
going as a Webelos den and should be covered by the pack insurance. Troop
insurance also covers guests (youths thinking aobut joining-which webelos
most definately are). You should file a tour permint in addition to the
troop tour permit when you take the Webelos on a camp out with the Boy
Scouts (even as guests).
