If I brought an other along, I would assume they would be covered
under my own insurance.

I never thought about it before, but what insurance would Webelos on a
Scout activity be covered under? The troops insurance is for the
registered in the troop. This isn't a pack activity because they are
guests of the troop.

}BSA has always been very clear on this matter. No siblings allowed.

They may be clear, but they aren't consistant. For example, at Cub
Scout day camp, there is always at least one den of younger siblings.
They go to many of the stations that their older brothers do. The
stations have a scaled down activity for the younger children.

Don't the Venture patrols have co-ed activites with envited guests?

BTW, I did a lot of Girl Scout camping when I was younger because both
my parents went on the campouts. I was a year older and I had a year
more of camping skills, so I often was assigned help one of the
patrols. But, because of that, I've grown up with the idea that [Boy
and Girl] Scouting is a family activity.
