National policy, as published in Scouting magazine a year or two back
states that there is NO time limit on merit badge partials. On the
other hand, the counselor who is actually signing the card has the
right and duty to be sure that the scout actually knows the material
involved. There is nothing wrong with making sure that the scout still
remembers the previously performed work.
