I've been digging around, but can't find one (we have _just_ moved and
everything is still boxed or just plain misplaced). Anyway, it seems to
me that tour permits require all youth to be registered members of the
unit. If my memory serves correctly, that would be the official
answer--but I'm an aging college student and father of three. Ask my
wife....
