I sent the question of the older boy problem to a couple of my scouting
friends and here is what one of them had to say about it...

Since he has come to your meeting and you cann't very well
send him away, it is best to do what you can to help him obtain
eagle. Your idea of appointinting him JASM seems to be the best
idea for a leadership role since this is where you'll have the
most control and supervision over him. Also if you question his
character this is a position he is not likely to do a lot of
damage.
As far as having him be accepted by the rest of the scouts,
you conn't make this happen but I would try and set up games
or other activities where he will more easily fit in.
Next, time you have a meeting, or when ever you have a
conferance with this boy, I would certainly explain to him
that choke holds are not a good way to make friends. I would
also tell him since is so large he has to be careful not to hurt
younger scouts. This is certainly a difficult situation and
I would say you just have to spend a little extra time to help
this guy out.
