I don't know if 5 is the right number, but I do believe that it makes
sense for a counselor to handle a limited number of merit badges.
Personally, I cannot imagine being able to do justice to 24 merit badges.
But the biggest reason is to broaden the scouts exposure to many
different adult leaders. The experience having to call up someone
they don't know, make appointments for the counseling sessions, and
carrying through to meet the merit badge requirements is quite
valuable in itself and is more valuable if the scouts have to
deal with a number of different counselors.
But situations are different. Our council is a suburban area
with lots of adult resources. The merit badge counselor directory
is about half an inch thick with from three to twenty counselors
for every merit badge. A council in a less populous area might
have difficulty getting enough merit badge counselors. That's why
it makes sense for any limitations to be set at the council
level.
