I can't say whether or not to allow the scout to stay in, but if the boy can
control his behavior, many feel that scouting could really help the boy become a
better man. On the JASM, its my impression that as the SM, you have the
authority to assign whatever duties to the boy as you wish, including preventing
him from directly negitively affecting the other boys who are SPL and ASPL.
You do have some tough decisions, because the life blood of a troop are the new
boys who join from Webelos and friends of scouts already in your troop. If
building a quality troop is more important then act accordingly. Also one last
comforting thought. Remember that you are the SM and you are the bottom line in
your troop, this means that if anything happened to a younger scout because of
this boy, you would be held responsible in a financial civil litigation suit
(they could sue you) not a pleasant thought, but don't let that deter you from
having a conference with him, in that conference, you might be able to fix the
problems long before they become problems
