In the GSUSA, adults get first aid training from outside sources, in
my council, the Red Cross. Sometimes the First Aiders are registered
nurses/ doctors. Rubber gloves are now a part of the first aid kits.
Wholesale understanding is not. When my daughter had her hand cut
earlier this year by a hypodermic needle of unknown origin, I immediately
informed her leader/1st aider. I didn't want to have the First Aider
caught unawares in case of an accident. Until her next HIV test, her
leader should be cautious if an accident were to occur. The leader
didn't know much more than the general public.
There isn't anything in the Junior First Aid Badge either.
There isn't anything in the Cadette Badge book (c.1987)
When doing Readyman for the 5th grade Webelos, the subject was brought
up from one of the boys during the practice; we discussed it. But there
wasn't any info in the book on it, nor have I gotten any in my
Training from BSA.
So, I would say: no, it is NOT being discussed or dealt with formally.
