You wanted to polish the Eagle file. So, I had a couple comments on
the part I'm familar with.

}To Earn the Eagle Scout Badge: A Boy Scout must be a registered
[...]
}This time may be shortened if he is a graduate of a Cub Scout Pack and
}has earned the Arrow of Light or the WEBELOS Badge (and no, those two
}awards are NOT one and the same; there are separate requirements for
}both!). In addition to the above:

The Arrow of Light gives them a head start. The Webelos badge will
give them a little head start, but I don't think it's enough to really
cut any time off. The requirements aren't seperate; part of the first
requirement of the Arrow of Light is earn the Webelos Badge.
