Dan,
Probably the wises course, especially for a district event. However,
I think the emphasis here needs to be "are they safe?"
not "are they cold?" At no time in our -13 degree camp (-30 or so WC)
did we suspect the boys as being unsafe or we would have been out of there.
We were in a cabin, but a very "leaky" and cold one.
