I haven't heard of any BSA policy concerning canceling an activity due
to wind chill or temperature (maybe look in "Health and Safety").

But we did have a winter camp two years ago in January where it was 10
degrees and a wind chill factor of least 20 below. The wind was
blowing the next morning around 30 miles an hour. We had some trouble
keeping the district tent up. So the camp chairman, district
executive, and the scoutmasters got together and decided to go home
early.

Of course this may not seem like so much, further north, but it was
colddd! with that wind blowing.
