I think Jim has hit the nail on the head with the above. It is apparent that
each council has its own policy with regard to tour permits. Our council used
to require a tour permit anytime we met anywhere other than our normal
meeting location. Apparently national changed their policy to a more liberal
requirement. Some councils modified their policies to match and some chose
to retain more restrictive policy. Keystone Area Council's current policy
is that tour permits are only required if you leave the council.
