Tour permits (was Insurance problems)

A follow question regarding the Scouting for Food accident..... it was noted
in the original post that the proper permission slips, *tour permit*, etc.
had been obtained. My question is regarding the tour permit -- we were told
in training and my DE re-affirmed after I asked him that tour permits are
not required for District or Council sponsored events (the assumption is
that since it is a district or council event, that the proper safety
precautions are in place, it is obviously an approved activity, etc). This
would include camporees, summer camp, and district organized events such as
Scouting for Food. I know that filing a permit doesn't hurt, but is it
really necessary for 50 units to file a permit for the same activity which
has already been approved by the council office? Just asking..
