I'm not sure about out Council's $$ fund, but they have broken new ground
(compared to what I'm hearing here one the list) as far as insurance goes...

Starting in January of '93, Santa Clara County Council (CA) started
something new (for us) and I'll quote a bit from the letter from the Council
Scout Exec (to all CO heads, CORs, CCs, ULs [sic], etc...) to explain it:
"Until now, Scouting units (Cub Scout packs, Boy Scout troops, Varsity Scout
teams and Explorer posts) have been required to apply for Accident and
Sickness Insurance for their members and leaders if they wanted coverage.
The exception has been for LDS units, where the LDS church covers their
units with this type of insurance.
"In the past, the Council has purchased this type of insurance for events
such as summer camp, camporees, Scout-O-Rama, etc. in order to be sure each
participant was covered.
"In the process of developing tha Council budget for 1993, it was found that
it will be more cost-effective for the Council to provide this insurance as
service to its units.
"As a result, effective January 1, 1993, except for LDS units, THE COUNCIL
WILL PURCHASE ACCIDENT AND SICKNESS INSURANCE ON BEHALF OF EACH UNIT,
COVERING EACH YOUTH AND ADULT MEMBER. UNITS ARE NO LONGER RESPONSIBLE FOR
APPLYING FOR THEIR OWN COVERAGE which has normally been done directly with
the insurance carrier or broker usually at the time of charter renewal."

There's more info about who is and isn't covered (just about everyone
to/from and at events of any kind, with tour permit filed) as well as
coverages. Coverage includes:
1) up to $6,000 medical
2) up to $1,250 dental (surprise!)
3) up to $1,500 ambulance (including air ambulance)
4) up to $1,500 return transportation (to camp?)
5) up to $15,000,000 (yep 15 Mil) for Auto Liability Ins. above
that of the driver of a vehicle.
