You may not have though about this, but consider Philmont.
Although Philmont is run by the BSA, not all Philmont campers are scouts
(or explorers). The Oklahoma and Arkansas 4-H programs send crews out
each year. Other organizations have been represented as well (and after
13 hours at the office today), I don't remember off hand which ones. I
am not sure if they are allowing new non BSA groups to make
reservations, but it doesn't hurt to ask.
If you are unfamiliar, Philmont's summer program consists of 10 night
backpacking trips in the Sangre de Cristo mountains of northern New
Mexico. Philmont is located in Cimmarron, NM, which is about 45 miles
from raton and about a 5hr. drive from albuquerque. Cost for the 10
night trip is about $250 per person (meals included, some equipment
included, program materials included). Since you are in state, you
should be able to make it there in a day, cutting transportation costs.
You also can look into their off season programs. These aren't as
structured as the summer programs, and they allow more flexibility in
duration of the trip, departure dates, etc.. This is the Kanik program
(I hope I spelled it right). I don't remember specifics on it, as it
was only in it's second year the last I was out there (1990). I can't
say on costs for this.
