Jim,

In reference to the "show improvement" part of the requirement. Consider
the intent of the requirement. Which is to get the scouts doing exercise
on a regular basis (make a it a life habit - true, one month is not going
to do that, but you still have to start somewhere). If you have several
youths which are already doing exercises on a regular basis, then the real
long term goal is well on its way of being met. Their improvement will be
much less than someone who is just getting started with the exercises. See
if you can get them to do at least one more! That is improvement and
considering their condition when they started, good improvement. remember,
they are growing youths and with that alone they should be able to improve a
little. When interpreting the requirements, use common sense and remember,
each youth is an individual, I do not expect the same from each young man.
