Have them do the requirement as stated. See if they do improve, even if
their improvement is % less than others. If they do, fine. If they
don't, but did TRY their best, then they get credit.
But do take the time to discuss the requirement with them. Ask them why
they think they didn't improve, and why they are already in excellent
shape, and what they did to get that way and are currently doing to stay
that way. Remind them that their personal fitness is of life long importance.
