It's not unusual. The standard set by the BSA for Unit serving Executives
is 40-80 units per employee. In our case, the Board felt that it was not
proper for our EE to do what amounts to a part-time job (by definition)
when one of our other DE's is covering 2 districts. In yours, you are rapidly
approaching a point where you have the critical mass to run a Division.

That is strange, but is probably an interim solution. An Exploring
Division/District should have the same responsibilities for funding, FOS,
and activities that geographic Districts have. I wouldn't be surprised if
your new Exploring Executive is given the primary responsibility of
increasing to at least 40 units in the first year and then taking on those
other requirements when the District has reached the "standard."
