Exploring Districts vs. traditional

I find it interesting that the Hudson Liberty Council is moving back into
traditional districts with 17 units, when our two contiguous districts have
32 or 33 Explorer units between them and the Council Executive has decided
that we cannot support an Exploring District. hmmm. He is requiring the
traditional district DE's to raise all the money to support the salary of
the new Exploring district DE. I guess I can see his problem...but we are
an area with not a whole lot of disposable income; our two DE's support 120
units as it is.
Wish there were an easy answer!
