Thank you, thank you, thank you. This is just the input I am looking for!

An Explorer District in our area is separate from the rest of the Cub/Boy
Scout district; it has their own district executive (paid), their own
commissions, district chair, district commish, etc. District training
chair is separate. The whole deal.
