I agree that getting kids explorer age to pull together is difficult. They
don't seem to give their trust easily without a very dynamic leader.
Last year we had a leader who was borderline bossy but she got the kids
to functions. Once they were there, they had a great time. This year's leader
is a lot gentler and the participation is lower.
We have an EMS Post in our district that puts on first aid competitions for
troops
and does the first aid duties at Camporees, Klondikes, cub day camps. The
application
of all the fake blood and stuff for first aid and disaster simulations is a
big attraction.
They have special staff shirts that denote them as medical staff and they
patrol the sites at
night for safety. During our recent flood they worked at the shelters
assisting
people with minor medical problems.
Recruiting is usually done by the members bringing their friends. Thus if
you have
girls you get more girls. If you have contact with troops they can feed the
scouts
to you as they graduate out of Boy Scouts. We have problems with the public
school here since we are not sponsored by the school. However, in other areas
recruiting at school functions works well.
