Dear Olan:

Sea Scouts and Explorers are permitted to engage in pistol and revolver
shooting activities conducted under the supervision of an NRA Certified Pistol
Instructor, have the requisite adult leadership numbers and gender for each specific
ship's crew, are shooting in a safe area and have parental permission forms on file in
the case of minors.

The fees you were quoted for SCUBA certification certainly appear to be
reasonable. I can not comment upon the equipment costs since a list of items
isn't attached. You should endeavour to become a SCUBA Instructor. Then you may be able
to conduct "in-house" certification training.

I have no idea what difference lurk within the various youth protection
programs. Most of us have taken all levels of these course to the point of absolute
ennui. I'll make some enquiries for you.
